With an atmosphere more European than South American, this vibrant city of 13 million boasts bustling streets, grand avenues, atmospheric cafes and stylish restaurants. The cooler summer weather sets in around February, and the crowds usually thin out as high season comes to an end. If you’re planning to stay in the city, April onwards can see prices go down as autumn sets in and coats the city in a beautiful layer of foliage.
